The Ministry of Education, Higher Education and Vocational Education in Sri Lanka has launched its annual Government Shoe Voucher Programme to support students with quality school footwear. What Is the Government Shoe Project?

The Government Shoe Project is a nationwide programme that distributes gift vouchers to selected students β€” including those in schools with fewer than 250 students, plantation schools (less than 500 students), special needs schools, and students in Pirivenas or Sil Mathas β€” enabling them to purchase school footwear.

The goal is to encourage continuous education by reducing the financial burden on families.


Who Can Register?

There are two types of participants who may register:

  1. Local Footwear Manufacturers
    • Especially those participating in the pilot project in the Western and Southern Provinces.
    • These manufacturers visit schools directly to supply footwear to students with vouchers.
  2. Retail Shoe Dealers Across Sri Lanka
    • Dealers from all provinces may register through the Thilinapath mobile app.
    • Once registered, shoe shops can scan student gift voucher QR codes using their smartphones.

To complete registration, dealers must prepare the following:

  • Business Registration Certificate – legally registered business proof.
  • Bank Account Details – account information in the registered business or owner name.
  • Active Mobile Number – used for the Thilinapath app and communication.
  • Smartphone – necessary for scanning voucher QR codes.
  • Registration Fee of Rs. 1,500 (paid via the app after downloading).

Step-by-Step Registration Process

Step 1: Download the Thilinapath App
~ Go to the Google Play Store and search for Thilinapath.

Step 2: Open β€œShoe Project” in the App
~ Select the Government Shoe registration section.

Step 3: Submit Business Details
~ Enter your business registration number, bank account details, and mobile number.

Step 4: Pay Registration Fee (Rs. 1,500)
~ After payment, you will receive confirmation of registration via the app.

Step 5: Start Scanning Vouchers
~ Once approved, your store can scan students’ QR voucher codes to sell footwear.


Important Notes & Dates

  • Registration Begins: 17th December 2025.
  • Vouchers Must Be Scanned via App: Payment for vouchers will be credited directly to your bank account every two weeks.
  • Smartphone Required: Only stores with a capable smartphone will be able to scan and validate vouchers.
